I Spent 25 Years as a School Social Worker and District Administrator

And I know how heavy this work can feel.

We tried what most schools try.
PBIS. Restorative Practices. SEL. MTSS.

Each had value. Each promised change. But implemented separately, they created confusion instead of clarity.

Everything changed when we stopped treating them as competing initiatives—and started weaving them into one clear, shared system.

What Happened When We Got Aligned

As a district administrator, I led the implementation of this integrated approach across all 30 schools in one public school district—not as a pilot, but as a long-term systems change that began in 2008.

The results were real—and they lasted:

  •  75% reduction in suspensions
  • 99% reduction in expulsions
  • 97–99th percentile school climate scores (California Healthy Kids Survey)
  • Youth arrests dropped so significantly that our local juvenile hall downsized
  • Creation of California’s first MTSS-aligned Wellness Centers, earning state and national recognition

This wasn't a pilot program that fizzled out after a year. This was a sustainable, system-wide transformation with measurable results that lasted—because the work was built into the systems, not dependent on personalities.

Why I Created Restorative PBIS™

One of the most common things I hear from school leaders is:
“Our school is different. This might not work here.”

I’ve heard that from:

  • Small elementary schools
  • Alternative high schools in urban communities
  • Well-resourced private schools 
  • International schools serving families from around the world 

And here’s what experience has shown me:

The contexts may differ, but the problems are strikingly similar.

When schools struggle with behavior, it’s rarely because of the students.  It’s because there’s no clear, shared system for how adults respond when harm happens.

Too often:

  • responses depend on which adult is involved
  • expectations are unclear or inconsistently enforced
  • discipline relies on punishment, without a clear process to repair harm and restore relationships

They need a predictable, consistent system that teaches expectations, holds students accountable, repairs harm, and restores relationships—without burning out staff.
